Best way to make a rosette

Hello to all!

 

I'm a newbie with Inventor and I've been tasked with creating a medallion like the one shown below:

I need to know the best way to go about making the rosette (the frills around the center of the medallion). Should I fold a long strip of sheet metal repeatedly? Should I make a single frill and use the circular pattern tool to duplicate it?

 

Any advice helps. Thank you all,

On a side note, I've always wondered why the community is so opposed to the Fold tool?

There is nothing wrong with the Fold command when appropriate, but almost always there is a better, easier way.
