I am coming to Inventor from years of using SolidWorks where this is never an issue as everything snapped to each other and I just can't figure out how to do it here.
For example, if I have one sketch in the XY plane, consisting of a circle and then in the XZ plane I am trying to draw a second sketch consiting of a line that intersects with the circle (i.e. where the circle intersects with the XZ plane). How do you relate one sketch to another?

You can use the Project Geometry tool to do this:

Note that there are some settings that can be turned on to assist with Projected Geometry.
Tools tab > Application Options button > Sketch tab

Inventor does not automatically project from one sketch to another like SWx.
The Project Geometry tool suggested above is the equivalent of the Convert Entities tool in SWx.
There are some autoprojection settings in Inventor, but I prefer to disable all of these and project only what I want.
