In the attached file, there are many other parts around but I just took the necessary ones, I hope it is not silly and enough.
Normally the lower gear rotates continuously and the upper gear doesn't move. There is a shaped cam which pushes the upper gear upwards when necessary. What I need is to rotate upper and lower gear simultaneously when tapered surface of the "ring" sits on tapered hollow of the lower gear as the cam pushes it up. I think I need something conditional ( if there is any in Inventor) which exceeds my level.

No "Conditional" like you are talking about. This will have to be done in the Simulation environment.
