create hidden or protected ilogic rule

is it possible to create a hidden or password protected rule so people cant change it without permissions?

Can you make it an external rule and only allow the users read access to that directory?

thanks, i would prefer it in the template part and dont want to copy external rules to local machines for people to use offsite
