In working with Rich offline, we've determined that his problem was a
missing MSXML2.dll, which is not installed as part of Windows 2000.
Also, though this is needed by SQL Server (MSDE), its installer doesn't
install it either.
To fix his problem, we had him install MSXML2 manually. Here's an
