I am trying to use the ceil functions in parameters and it wont allow me to reference a dimension. I understand that the equation that I am using ceil in has to be unitless but do the units im refrencing also have to be unitless. I want to divide a dimension my 21 then round up to the nearest whold number. I am using inventor 2014.

Yes, the ceil( ) function expects a unitless value and returns a unitless value. For example, if you have a parameter named Width whose units are mm, your ceiling function would have to look like this:
ceil( Width / 1mm ) * 1mm
