Is there something somewhere that explains how Styles and Standards work?
Example: I create a new sheet metal rule, save it to the sheetmetal.ipt template, upload to Vault and everyone can then "Get" the latest template. When I open an existing sheet metal part the new rules exist in the sheet metal defaults. When everyone else create new parts they can see the new rules but when they open an existing part the new rules are not in the sheet metal defaults. Why is this?
They should have to simply do a style update for the existing part.
You need to use the "Save" button not the update button..
This will "save" that new style to your style/standard library.. (assuming you are all working from the same style/standard library)

You mean it will "Save" the new styles from the template to your local library and thus will be available in existing parts then?
Saving to your styles to a ipt template is limiting and you just outlined the limitation that it's only good for new sheet metal parts made from that template. It also congests your template with data you will not need if you have multiple styles. A more broad approach it to create the sheet metal style and save it to your styles library this will make it accessible to all files old and new.
To do this first check your project file and in the listing “Use Style Library=” make sure it is “Read-Write”.
Next open a sheet metal file or your template and create a new sheet metal style. Once the style is created and added to the browser list on the left highlight it and RMB and select the “Save to Styles library” option. You need not save the file as the style now resides in the styles library.
This saved the information to your Design Data folder and once it is saved old and new files can access the style library. Just make sure in the Styles editor you have your filter in the right upper corner set to “All Styles”
Since the version of Inventor you’re using wasn’t listed you may need to create new materials if they are not in the default material selection list. This has changed in the 2013 release.
Sorry, I'm running Inventor Pro 2014 SP2.
When I right click on the new style the "Save to Style Library" is greyed out. The 'Use Style Library' is set to Read-Write.
Try creating a new single user project file. Please remember to point it to the correct locations like your default one.
