Unable to create positional representation in 2013?

We are running Inventor 2013 and I am trying to create a simple positional representation of a small assembly.  For some reason, the "New" option is grayed out in the positional representation browser.  Anyone have a clue why this might be? 

Hopefully I'm just missing a simple step, but I cannot figure out what it could be.  Help was no help and I can't remember ever having trouble creating them in past releases.....

Hi p_enneking,

Is the assembly a weldment by chance?  Weldments and positional representations are mutually exclusive.
