Task Scheduler version error

a user is attempting to start Task Scheduler, it won't start but returns an error about a versioning conflict.  (see attached)

The user just recently had Inventor 2013 installed, no previous versions have been installed on his computer.

Any ideas as to what may be causing this? [and/or] How is it fixed without a re-install?

So IV2013 is the only version installed on that user's system?
Did you try doing what the error suggested, starting IV2013 and then closing it?
Did/does that fix it?
