Rectangular patterns of features

Is it possible to create a rectangular pattern but then make each instance
of that feature independant so I can relocate any one of them?

No, the only option you have is to suppress an occurance of an array. An easy way to do what you're wanting is to suppress the hole(s) you don't want and then drag n' drop the parent hole from the array onto your part. Select whether you want the new hole to be dependent or independant of the original hole. Then edit the new hole's sketch to change it's location.

"Make independent" is not an option when I RMB on a child feature.

Oh, now I see my error.  The "make independent
instance" only applies to assembly patterns.
