Projected Arc Not Coincident

I created a sketch in drawing mode using the "Project Geometry" command. The geometry being prjected is is spherical radius. Any idea why the projected arc is not coincident with the drawing geometry? See attached.

There's a tiny circular face left at the bottom of the leg.

If you want to do a full round fillet on a cone with end circle of .75 in, more than .375 in radius is needed. See picture.

I'd include the fillet in the first rotation. After that no more tiny face at the bottom shows up.
