How is text stored in an IDW (or DWG)?

This may seem an odd question but I want to know how the text which is created in an IDW is stored.  Moreover I want to know if this can be extracted, accessed or modified externally?  Maybe there is some way with the API? 

 

I am really trying to find a way to enable somebody to translate the language of a drawing without having to be a CAD user. 

 

My perfect scenario would be that the IDW's in a Vault environment could be copied and the text translated as part of the process. 

 

So am I just dreaming?

I also searched through internet for any tools. I could see one called FX64 Drawing tools. This might be of use to you. Do let me know, if you are looking for something different.
