How do I solve this constraint

Hy. I need some tips for this assembly..the main job is to get a tangent constraint between the side bar & the part and also make sure that 50 remains from the bottom rectangular profile (as sketched). Thanks for any suggestion!

I would just use the general Mate constraint (LH icon) to mate the lower section of the loop to the top of the base, 50 plus the radius of the tube. I would also use the flat-bars across the loop as the mate surface to either the verticle post with the tangent constraint or the flat-bar to the end base bar and just use the distance setting to achieve the proper distance required.

Just use the transition constraint on the end loop and two of the long loops to the faces of the angle plate
