Error(1.5. -18)

I get this error message when trying to launch my application on client station. I have checked the deployment and all the necessary path to the server LMtools and network license manager. My license file is combined into 1 file. It issues licenses to other application but not to inventor or MEP.

Do you suggest I ask for a new license file or upgrade the version of my flexnet. My version is 10.8.0, lmgrd 11.4.
Please help out.
