This looks like a Vault ivcon... do you use Vault? If so, this probably means that the local copy does not match the latest version in the Vault. Refresh from Vault to obtain the latest version of the file.

This means that the drawing view is currently being updated. It usually shows up in conjuction with the green brackets around the view on your sheet.
Usually giving it a few seconds (depending on view / model complexity) will be enough for it to update and the green arrows go away. But, some users have had issues with the "updating" status becoming stuck.
I've never seen that before... is it associated with fairly large assemblies?

You must be on 2011 still. Or you need glasses. 🙂
Starting with 2012 the idw environment is multi-threaded and a raster image is created first to allow quick placement/creation of views. That symbol along with the green corners comes up around a view to indicate its "crunching the numbers" on the view and updatating it.
It happens with small assemblies too..just shows up/goes away much quicker

i too had the problem when i kept a part with lots of features in 2012...
it took more than an hour... i think its something to do with vault....
There have been many posts on this issue. Try searching the forum to find posts related background updates.
I have never had an issue with it, but if I remember correctly, one thing you can do is go to Application Options > Drawing tab > un-check "Enable background updates". Try this to see if it helps.
maybe something to do with defer updates???
