I think this has been an issue in previous versions, but it is still there in 2013 (update 2).
See http://www.screencast.com/t/S1i7SynhvhyE for a video showing the problem. When placing the final point for the arc it clearly shows a coincident constraint will be applied to connect the arc endpoint with the line, but it is not applied.
