Bug orienting sketch coordinate system

I try to reposition the origin of the coordinate system of a sketch with the pop up menu, on the RMB.

I positin it correctly, then press enter-nothing happens. i RMB and select OK, and when i check again-the coordinate system remained in it's previous state.

I did it a few times with 2 sketches and gave up

I attached the files, without some not needed parts.

The toubling sketch is of Extrusion 15.

You see it has a problem, but sketch doctor didn't find anything.

I tried to delete it and a message said there is a problem with the coordinate sysytem, it cannot find geometry.

Indeed it's better that the sketch's coordinate system be in the center.

I don't remember the sequence, but i think that after i dleted the chamfer on top of the bulge, part 01.04, the problem occured, since there began another problem after this delete on another sketch, which i deleted and made a new.

In creating Sketch 63, for extrusion 15, i projected the bulge, not it's chamfer
