Add new materail in iProperties

I want to add a couple specific materails (AR-400, SS-316)in iProporties, but can't seem to follow it in the help menu. Has there been a post for this?

Add them under Tools / materials (do this in your template file to make
them available for all new files)

I open up the template file for a standard part, click on Tools, but I don't see where 'materials' is an option? I'm currnetly running IV-7. The help file misleads me also.

Format - Materials - New - Save......
