AXIS THROUGH HOLE CUT IN SHEET METAL CONE

I'm having a brain freeze.

 

Can somebody please show me how to put an axis through the hole in this sheet metal cone?

 

Sheet metal file and block part derived from attached and screen capture below.

Please consider to create the work axis based on the small cylinder within the base model, then make the work axis derived in derived part.
