    Importing a JPEG?

    Is it possible to import a black and white image and use it to make a sketch?

    Yes, I use this technique frequently.

     

    But because you specify black and white I suspect your question is really,

    Can Inventor Fusion automatically convert a bitmap image of line art into a vectorized sketch?"

     

    The answer to that is no.  You must use the image as reference to create your sketch yourself.

     

    Select Place Canvas on the Sketch tab.

    I recommend you create a new sketch for your vector geometry.
