Possible API bug on UserInput events Terminate and Activate Command

Inventor does not run any UserInputEvents uiEvents OnTerminateCommand / OnActivateCommand when assembly has been selected on drawing's model view and standard BOM dialog opened that way. I have confirmed this bug using SDK's event watcher.
However events are laumched when active document is Inventor model or assembly.
This problem exists atleast in Inventor 2009.

@Autodesk: Do you ever read and reply or is the ADN channel only way?

I'm able to reproduce the issue in Inventor 2009. I also tested this in
Inventor 2010 and the issue has been addressed. I see the following
EventWatcher output in Inventor 2010:

UserInputEvents.OnActivateCommand
CommandName: "DrawOpenBOMEditorComponentCmd"
Context: No context information
UserInputEvents.OnTerminateCommand
CommandName: "DrawOpenBOMEditorComponentCmd"
Context: No context information
