permissions

Hey i'm trying to run autocad 2002 in a domain. I don't want domain users to have poweruser permissions on any computer, even locally. I know of the "run-as command" and "DCOMCNFG", but i want to be able to run autocad every time as a user with poweruser permissions. Is there any way to do this? Thanks in advance.
