nonconsistant "Read-Only" dialog box

I have users opening a drawing that IS open. All expect the read only warning. However, not all users receive this message. This issue manifests consistantly at a given workstations. I can find no setting or sysvar. Thanks for the help!

Can you tell us which product you are using and
what the release number is?  Some of the AutoCAD-based desktop applications
do not report read-only correctly in the titlebar.  Note:  The
drawings are read-only.  This can be seen when trying to save the
drawing.

Nate - could he possible be referring to the
following problem:

Can you tell us which product you are using and
