network version setup with 2 licenses (seats)

I've installed AutoCAD2002 on our server using the Network Wizard. I then installed AutoCAD to a workstation using the 'Client.exe' found in the IMAGE folder. The installation was successful. When I try to open the program, I get an error saying that the license can not be found. I've narrowed it down to the license manager (I think). Below is the error message
----------------------------------------------------------
--------

Flexible License Manager status on Tue 2/12/2002 16:11

[Detecting lmgrd processes...]
License server status: @fspaz1
License file(s) on fspaz1: E:\Apps\CAD2002\License\License.lic:

lmgrd is not running: Cannot connect to license server
The server (lmgrd) has not been started yet, or
the wrong port@host or license file is being used, or the
port or hostname in the license file has been changed.
Server name: fspaz1

FLEXlm error: -15,10. System Error: 10061 "WinSock: Connection refused"
For further information, refer to the FLEXlm End User Manual,
available at "www.globetrotter.com".

Any suggestions on what else to check out or modify?
Please email me with suggestions.

If the clients are Windows 2000, perhaps this will
help:

My initial glance at this has me worried. It appears that the path to the
license file is on the E: drive? Is that where flexlm is installed? Does the
adlm server have a C: drive? Take a look at
www.fsb-ae.com/acadnetwork/acadnetworkfaq.htm#3c (my version of the
installation instructions) and see if you've done most (or all) of that.
Don't ignore Mr. Hochberg's advice (but I couldn't get his link to work so
try http://support.autodesk.com/enu/knowledgebase/html/101425.htm ).

Please post back if none of the above works and we'll see what we can do.

Right off the bat , I'd say the map to the license
manager is gone or the permissions on that folder are messed up.
