Check your Windows Services and make sure that the Windows Installer service is not set to Disabled.

Then I would suggest you to unregister and re-register Windows installer, and check if it helps:

  1. Start > Run and type "msiexec /unreg", and then press ENTER.
  2. Start > Run and type "msiexec /regserver", and then press ENTER.

I would also suggest you to run System File Checker and see if it helps, here are the steps:

  1. Open a Command prompt (Start > Run and type CMD):
  2. type sfc /scannow

On Vista or Windows 7, you may need to run the Command prompt as Administrator

If all else fails, make sure you are running the latest Windows installer version.
