I downloaded the student version of auocad 2011 on one compouter. Now that computer is now temporarily unavailable. My question is can I download cad '11 on a second computer, free?

You should be able to install it on a second computer with the same setup.exe.  If you have not registered it, then you will be able to install it without any problems.

You may need to check the EULA for edu versions to confirm if you can install it on a second computer. If you have already registered the EDU serial number, then you have 'installed' it once.
