I don't know for sure, but I think that it is more of a legal issue than a technical issue.
If it worked with only 1 you could pull one server out of your set of 3, take it to another location (or to a different subnet) plug
it in and double your licenses. Do it again with your second server, and you've tripled your licenses.
The way that it is set up now requires over half of the license servers to be up so you can't ever "double" your licenses.
