I thought this might be interesting to share:
A user kept getting a license error -4.132.0 whenever he started AutoCAD Civil 3D via the start menu using the option "Autocad Civil 3D as Autocad ...".
When he was starting it with the option "AutoCAD Civil 3D ...", there was no problem.
The solution turned out to be an additional license service that was running on their server. Once this was removed, the product could be started with either option without errors.
