 i have tried so many things suggested on the fourms it has finally installed the 86 version of microsoft c++ but then fails on the 64 version if anyone can help it would be much appreciated

BTW a couple of things i have tried have been uninstalling the microsoft c++, deleting temp files, and editing the setup.ini to skip the check for it but it still checks for some reason

Hello and welcome to the forums.

To be sure that you have the complete content of 3ds Max 2014 installer locally on your system, please download your product installer using “Browser Download” method or via Autodesk virtual agent.
1.Go to http://www.autodesk.com
2.At the bottom of the page, beneath Help and Support, click Customer Service.
3.Click the Ask button.
4.In the Virtual Agent window, click Downloading and Installation.
5.Click Software Download links.
6.Click "I need to redownload my product."
7.Click on 3ds Max Products.
8.Select Autodesk 3ds Max 2014.

Then uninstall all installed Visual C++ redistributables from your system and try installing your product as follows:

1.Logon as an Administrator.
2.Empty your TEMP folder.  To open the TEMP folder, type %TEMP% in the address bar of Windows Explorer and hit Enter.
Note:  If your product installation fails and you decide to open a Support Request with Autodesk Product Support, we would need to review install logs created in your TEMP folder during this product installation attempt.
3.Disable your Antivirus software.
4.Disable UAC.

5.start installing 3ds Max 2014 from newly downloaded installer.

If it still checks, then you have not correctly modified the file.  Try commenting out the entire PREREQUISTE line altogether then.

thank you both for your help deleting the whole prerequisite line fixed it i guess taking out just the microsoft c++ line from it wasn't enough.
