Revit Series Systesm Plus v2 - some machines can't get licenses

I've got 7 seats of Revit Systems on a network license. We recently upgraded
this from 3 seats to 7 seats. When we had three seats, three people could
get on no problem. Now that we have 7, it seems that I can still only get
three people on. I've got the license file that clearly shows 7 seats. I've
deleted the old service and created a new service from scratch using the new
license file. I even got another license file and installed on a different
server with no change. Windows firewall is disabled on our all worksations
on our LAN. I've checked LMTools and it reads the new file and reports 7
seats available. The error code I get is the -4, but as mentioned, the
license server shows no usage.

Any ideas?

Strange. It's almost like you have an older NLM running on the network. Try yanking the ethernet cable and starting Revit. Then when it asks for the license server, plug it back in and specify your license server again. Might be worth a shot.
