Resource manager not correctly installed

I am reposting this question, if you wish to remove the older posting,
that's fine. It was moved from the general discussion group to the
licence/network group. I am assuming that indicates a licence issue with
this problem.

I just wanted to clarify that this is a stand alone installation, not a
network installation.

Upon opening a drawing we are getting a dialog box stating:

Unable to locate resource string. Resource Manager is not correctly

This is a change that has just occured after making some network changes. Is
there a switch or a path that could have been lost?

I have the same problem. When I try to create legend tables using Surface tools, I get the message "Resource Manager is not correctly installed."

Is there a solution to this problem.

Any suggestions will be appreciated.
