Receiving this error upon installation 0x659 internal error. What is the fix?

I have completely removed anything Autodesk related. But I still get this error. Has anyone else had this?

The 0x659 error means that the installation is forbidden by system policy.  It could mean that you do not have enough rights to install the program.  It could also be due to a restrictive anti-virus program. 

Make sure that you do not have any other version of Design Review installed. If so, uninstall it first.  And make sure you are installing with local admin rights with anti-virus and any other security software disabled. 

You might consider downloading and installing the latest Design Review if you cannot get your version to work:
