First, be sure you're running the right version of the PLU. Use the Start
menu item that is next to the product you're exporting.
Next, check the file system on your harddisk (see "chkdsk" in Windows Help).
What happens when you launch the product on the same system where you're
trying to export? Do you get any errors then? When you launch the PLU,
right-click on the license and pick "Properties". Do all the fields look
correct? (Don't post any serial numbers).
In previous cases with this error, the license has become corrupt and must
be repaired. If you can do this by launching the product and getting an
authcode, try that next. Otherwise, call Support.

I get an error [13.1.6] when I try to export with the plu. I have civil 3d
2005 and civil 3d 2006 loaded.
