Path to launch Network License Manager installation?

I found the Flex LM license manager installation source is in \BIN\INSTALLER\SUPPORT\NLM on the Civil 3D 2007 DVD, but I don't know wether I should launch the NLM.msi or the setup.exe. Installing via the autorun browser is not an option. Both files bring me to the beginning install screen. Can anyone offer an official word on which one to use?

Typically you should use setup.exe because it will use setup.ini
