Few things to try:

1.  If you are on Windows 7 or Server 2008, make sure you disable UAC, open Firewall ports 2080 and 27000~27009, and disable IPv6 in favor of IPv4 (or at least ensure than when you ping by host you get an IPv4 response.)

2.  Ensure that your hostname BABMX03 and the ethernet MAC address of your server matches that on your .LIC file provided by Autodesk.

3.  Make sure LMTOOLS is the latest version and is configured using Services and that both boxes are checked on the Config Services tab.  Start the service and list the details of the Status Enquiry as well as the debug log file.

I left UAC on and only added 2 TCP port rules Travis suggested and it now works with the firewall enabled.

Thanks Travis!
