Firewall at NLM server off

The only way I can get Civil3d to read the NLM server is to completely turn off the firewall at the server.

I tried to add LMTOOLS to the exception list and I added the port as well to the exceptions and it will not work unless turned off. 

There has to be a way to allow this. The server O.S. is win2003server.

 if anyone knows anything the info would be greatly appreciated.

What are ports you are adding to Exception to your Firewall ?

Normally, it's 27000 to 27009.

I thought it was 2080, I'll add these other and see if that works.
