Failure to install at initial setup

I have tried to install from the Revit install cd, and get the following error:

The OS is a fresh install of Windows 7.  The install never gets beyond this message.  I have tried with User Account control set to off, and on with notification set to notify.  Any suggestions?

And:

 all the OS updates have been downloaded and installed.

 I have installed other software from a CD, without a problem
