Error initializing licensing system

We are running R3 networked licenses of LDT, Civil Design and Survey but
only LDT and Civil Design can find a license. The lmtools show that I have
a license available for survey but when a user tries to load it, they get
this error:

I have all licenses in one file and there is no problem loading the other
licenses. It had been working for a few months, then something happened (I
don't know what) that I ended up needing to repair the Survey installation
on the clients computers. I used the same install image I initially
created. I've had to repair other installations at times and have not had
problems.

Because the lmtools shows an available license, I'm assuming the problem is
on the client side, is this correct? What should I do?

Any ideas would be greatly appreciated!

Try creating a new deployment for Survey then uninstall Survey from a
workstation and reinstall using the newly created deployment.
