I spent a lot of time battling this one, and eventually fixed (or got around) it like this

In short
1 - run a CMD (Run as administrator, on Vista or W7)
2 - run this command
reg delete "HKCU\SOFTWARE\Classes\Wow6432Node\CLSID\{B54F3741-5B07-11CF-A4B0-00AA004A55E8}" /f
3 - run this command on a 64-bit OS
cd c:\windows\syswow64
or this command on a 32-bit OS
cd c:\windows\system32
4 - run this command
regsvr32 .\vbscript.dll
