Try installing MSXML 6 from the Microsoft website. Msxml6.msi for 32-bit and msxml6_x64 for 64-bit.

Searching Google and Bing I found a few recommendations to install MSXML using installer best practices. These include disabling all background and foreground applications. Often a system utility such as antivirus and antispyware is preventing the installer from functioning correctly. Also, make certain the installing user is an Administrator.

A good way to keep things from running in the background is to download the installer you intend to run (in this circumstance the MSXML 6 redistributable) to the local system and reboot to Diagnostic Mode using MSCONFIG. If it continues to fail you may need to get a Microsoft Certified IT professional involved. Check with your IT department, the computer vendor, or an IT service company for this type of service. You may be able to do this yourself with the help of others from a forum for Microsoft.
