Error 1406 while Installing BDSP 2015

Recieving the 1406 error even after following the steps and modifying the registry to resolve it. Error messages attached.

Go to http://flash.com and update your Adobe Flash Player.  Then try the install again.  If it still throws a 1406, simply hit the IGNORE button about a dozen or so times until the installation procedes.
