Recently a customer provided a resolution to the following issue:
Configuration file may be locked by another process or have been set Read
Only(.cfg, .bak).
File: C:\Documents and Settings\bill\Local
Settings\Application Data\Autodesk\DWG TrueView 2011\R8\enu\DWGVIEWR2011.cfg
Please correct this problem and press Retry or press Cancel to exit the
application.
Here is how he resolved it:
Since the DWG trueview program could not access (or even find) the config file as stated earlier, all he did was create a fake one in the requested location. When autocad viewer tried to open it, it recognized it as a “corrupt file” and automatically downloaded to correct one to replace it.

That's great, but how do you create the CFG file? I am trying to install TrueView on a Win 7 machine and am getting the same error.
