Civil 3d 2013, autocad toolbars missing icons

Toolbars are missing icons, just blank. Autodesk hotfix not available for download, not sure if it would fix it anyways, any suggestions.

I would repair the installation and if that doesn't help, I would reset AutoCAD as well.
