Changing from Web based FTP

I am using Windows NT4.00.1381 and INTEXP6.0.2600.0000. I can not toggle
bettween web based FTP and Folder based FTP for some reason.

According to Microsoft Knowledge Base Article - Q217888
I should be able to toggle between the two Under
Internet Options>Advanced>Browsing> and toggle between Web Based FTP and
Enable folder view for FTP.

This option is not showing up under browsing in my internet options window.

I have FTP clients but I prefer the folder view for Internet explorer but
can't make it work anymore.
