Borrowed License Policy

Hi,

 

I am from India. We are using more than 100 license in network across our office. If anybody goes abroad for business trip, we generally borrow license from our network license pool and transfer it to his laptop for that time duration. Now my question is suppose someone is going, say Quatar or Libya from India from our office, can we borrow one license from our network pool and transfer that to his laptop?
