1603 error is a Windows Installer error. You can find a list of them at the Microsoft web site. I often use this list from MSDN.
First, start the installer after a reboot. The 1603 error means that there is a resource in use. This could be because of an installation action that might have occurred previously but since the last reboot. Background applications often make use of files and prevent them from being accessed by the installer. Quitting all background applications is therefore a best practice. It may be necessary to reboot into Diagnostic Mode and install from there.
It may also be a bad DVD, DVD drivers, dirty lense, network connection, share or volume problem on the network hard drive, or other file access problems for the location of the media/installer. If you are trying to install from the DVD copy the contents to a temp folder on the local hard drive. If there are several disks Start with the first disk then copy into the same location the additional disks in order. Overwrite any files if asked.
Permissions are sometimes associated with this error. Try disabling UAC. The pathing in the .log file indicates this is Windows Vista or Windows 7. Make sure you are a Local Administrator. Right-clicking the setup.exe and choosing to Run as Administrator may be necessary as well.
In your case it looks like the 1603 error was returned when the Installer was testing to see if AutoCAD was already installed. I'd guess this would be cleared up by a rerboot and/or the permissions issue. If installing from DVD or download I'd recommend the Diagnostic Mode reboot.

The installer is failing as the AutoCAD portion of the install is just starting up. Try this:
1. Copy the DVD to the local hard drive.
2. Clear what you can from the Temp folder.
3. Reboot into Diagnostic Mode.
4. Right click on the setup.exe and choose Run as administrator.
If it fails reboot to Normal Mode and post the new AutoCAD 2010 Setup.log and AutoCAD 2010 Install.log files.
If it succeeds reboot to Normal Mode and delete the DVD copy from the local hard drive.
I have seen bad Registries on new OEM installs of Windows (especially XP several years ago). But I did not see any entries in the log file to indicate as such here.
