AutoCad error

AutoCad 2013 cannot open. After I double-click the desktop icon, a popup window states: "The security system (softlock license manager) is not functioning or is improperly installed". The program then closes when I click "OK". What does this refer to, and exactly what steps should I take (for Windows 7 32-bit)?
