You can install a second copy on a laptop for use when away from your normal work location. You cannot install a second copy on a second computer for a second user. For that, you need another license.

The indication of "we" dictates the answer is no. One license is good for only one user... You. Per the license agreement, you can use AutoCAD on your workstation or also on a second installation such as your laptop, but not at the same time. Nor can you use one and another user use the other. If you have another user that needs to also use AutoCAD, then you need to either buy another seat or upgrade to full AutoCAD with a network license that allows you to share. Hope that helps.
