AutoCad Civil 3D will not install Raster_Design_2010_OE_64.exe

I have Windows 7, 64-bit and Autocad Civil3D 2010.  Trying to install  Raster_Design_2010_OE_64.exe.  Have gone into the registry and removed the user autherization controls. Restarted. The file still will not install.

you need to install the 32 bit version of the oe since civil 3d 2010 is not a 64 bit application
