Architecture 2013 Install Error 1603

We are receiving the dreaded error 1603 when trying to install Arch 2013. The ACA 2013 Setup Log is below. I've read a number of discussion posts on fixing it, but they all seem to point the 1603 error referencing DOTNET, DirectX or C++. This error just points to Arch 213 causing the failure. Any help on finding the problem would be appreciated!

EDIT: I've attached both log files in a zip, in case that helps.

Hello:

In regards to AutoCAD Architecture not installing onto your computer, please Uninstall, re-install of the
VCREDIST (Microsoft Visual C++) packages. Usually, it works best to uninstall them in this order

2010 x86

2008x64

2008x86

2005x64

2005x86

Then reinstall in the opposite order:

2005 x86

2005 x64 etc.

You can locate the packages in the 3rdParty\x86 and 3rdParty/x64 VCREDIST folders in the install media or
deployment.

Then Run the dotNetFx40_Full_x86_x64.exe file located on the \3rdParty\NET\4\wcu\dotNetFramework folder and select Repair.

Reboot computer, Turn Antivirus Off, Clear the contents of the %temp% folder and then attempt to re-install the software.

If the installation fails please Create a new local user account on the computer and give it administrator rights and log into computer with this newly created test account. Turn UAC Off and Turn Antivirus software Off then attempt to install the software.

If the installation fails under this test account as well please reply back and include any  screen captures of error messages and also include the setup and install log files found on the %temp% folder.

Pretty sad that in order to install this, other installations have to be uninstalled and reinstalled. This seems to be an Autocad issue trying to pass the buck.
